Owner of off-licence prosecuted for fire safety offence


The owner of a Manchester off-licence has been fined £22,000 and order to pay £4,000 costs for failure to provide an effective escape route from the living accommodation above his shop.

In addition the owner failed to provide a suitable fire alarm system and failed to keep escape routes clear. 

The windows on the first floor were secured by external metal roller shutters.
