Owner of off-licence prosecuted for fire safety offence

The owner of a Manchester off-licence has been fined 22,000 and order to pay 4,000 costs for failure to provide an effective escape route from the living accommodation above his shop.

In addition the owner failed to provide a suitable fire alarm system and failed to keep escape routes clear. 

The windows on the first floor were secured by external metal roller shutters.
